How do I fix "failed to contact key server" ?
I keep getting this error. I have restarted steam, verified game files, etc. What's the fix?

Waiting for Steam to be resupplied with keys. Now that lucasarts doesnt exist its down to Disney, who are probably even unaware they have to supply keys. It may take a few days yet.

Oh. What the hell. Why even sell the game and have a massive sale on it if they don't have keys? Kinda feel a little ripped off...

In the end if we don't get keys atleast it was only six bucks

This happens far too much.

still its not smart of steam to put this game on sale if to know they are short of keys

And that sets a dangerous precedent. If like a 100000 people buy this game for $6 it's $600000 earned supplying a broken product.
I agree it didn't cost that much, but it still is, in my opinion, a total scam to sell a product that will not work on purchase.
This feels to Sim City/Diablo III to me, even it's technically not the same issue.

They probably didn't know. Steam is a shop and all shops will avoid wasting money on products they can't sell. They probably made an estimate on how many keys they would sell, and based that more on "Game that's more than 5 years old" than on "One of the best games within that IP". I'm sure the first guys buying it right after it got on sale did get keys. They underestimated the success of the sale. It happens.
