No voice in-game

Ok, playing through the first mission I was wondering why there was little to no communication between anybody. Turned on subtitles, there are people apparently informing me of things, yet I do not hear them. Why am I not hearing these people speak? I know I don't have to read my way through the story... Everything else is just fine. Just don't hear anyone talking...

Ya, I got tired of searching for the answer and just played with subtitles.
