Report a translation problem
Are you using steams controller support? (To check does controller configuration appear under the "links" menu when you go to launch the game.)
If so this can interfere with games which have native xbox controller support. Most often this results in the right thumbstick being disabled.
The easiest way is just to disable this feature.
In the top left of steam go to "Steam" and then "Settings", "Controller" and then "General Controller Settings" and unselect "Xbox configuration support"
I've run into this in about 5 games so far. I flagged it up to Steam but they just sent back a generic response about try the steam beta where it might be fixed (this was 3 months ago now)
