MISE.exe - Bad Image - at wits end

Opening the game in steam brings up the steam launching window for 1 second, it goes away, then nothing.

Trying to run the MISE.exe in the steam folder brings this message:

'C:\Windows\system32\X3DAudio1_6.dll is either not designed to run on Windows or it contains an error. Try etc etc etc.... software vendor for support'

Monkey Island 2 Special Edition runs fine.

- I have tried reinstalling up to date direct x from microsoft
- tried replacing that specific .dll with another one from another game's folder
- tried installing directx 9 alongside the latest one, and rebooting
- checked drivers are up to date

Windows 7 Home Premium 64bit
i5-2500k 4Ghz OC
8GB RAM
GTX 560 Ti

Finally found a solution. Run mise.exe, don't close the error window, ctrl + alt + delete, processes, right click mise.exe and chose affinity, then make it run on one CPU (doesn't matter which).
