Game not running

Hello Steam users!
I'm trying to discover what is the problem that when I run the game there is no reaction
its only redownloding over and over again directX thing's and nothing from the game runs

no black screen
no crash report

nothin, no dll missing no nothin.
it just dosent react.

Can I get a step by step of how to fix this problem?
