fps laggy issues

hi there,, im sort of late to playing dde but now i got a "better" pc i was hoping it could handle this, it seems to have alot of fps lag when i play. i am hoping that someone with a better idea of pc's and gaming can help me make my game run better.

Current pc specs are:

Windows 7 64-Bit
Intel Xeon Cpu QuadCore 2.33Ghz
16Gb Ram
Radeon HD 5450 1 Gb Graphics Card
Directx v11.0

I'm already running the game at low graphic settings, all bonus graphics turned off and 800x600 res.

i dont know if this affects anything but i am using a 32" tv as my temp monitor

so if someone could help me out it would be much apreciated

When you say Xeon do you mean a e5 or a e7? What maps are you running currently and whats your fps while attempting to do them?

E5410 to be exact and just really drops when i place auras (running around in and out of the aura itself) also only in early game atm running magus quaters on hard/insane survival

turning off outlining can help with aura's as well.

already done all them and still lagging quite bad,, ive come to the conculsion that my graphics card is quite weak aha so will be upgrading that... hopefully that will help :)
