But I haven't had situations where Windows is not responsive & always manage to terminate the game by end tasking "hl.exe" through task manager.
To check whether you have "loss" or "choke" enter following command from the console, net_graph 3
then connect to the usual server you are play on & see whether both "loss" & "choke" are zero as the first step. If not zero you have to reduce cl_cmdrate & cl_updaterate, but before that check your "rate" value.
Type rate in console it will show your current rate, make sure it is at least 20000 & if you have a good internet connection you can set it to 30000 & see what is the outcome.
* Also make sure you Windows update, steam or other download manager not download anything.
Check for "loss" & "choke" there.
I asked because there are some complaints from Dell XPS users about similar freeze issues in various forums. Following is one of them,

So most probably you may have a hardware related issue too.
Important: When it comes to hardware problems I don't recommend trying to fix things yourself by doing things people mentioned unless you are a person familiar with fixing computers. Using reliable diagnostic software may not cause any harm but please be careful not to apply any fixes for hardware issues. Best thing is to contact DELL if you find any issues.
You can check your system with "Dell PC diagnostic" to see whether it find any problem http://www.dell.com/support/Diagnostics/us/en/19/
You might have a DELL diagnostic tool in your computer as-well.
