[FIX] Temporary solution to frame drops and stuttering
I don't know what kind of sorcery this is, but it works.
Download this 'D3D9.DLL'

This DLL was originally used to fix slowmotion on Resident Evil HD REMASTER. Works on REV2 too.

Paste it in the game folder like this
Program Files > Steam > SteamApps > common > RESIDENT EVIL REVELATIONS 2

Note: this won't fix it completely. U will still have some stutters here and there. But it's playable.

It seems like some people used this file to fix the slowmotion issue on REmake HD cutscenes.
It works on REV 2 as well.

Without this fix:


GPU: GTX 760
CPU: i5 3470


I have a 720p monitor. Tried downsampling it from 1080p and got the exact same performance and temperatures. This is exactly what happens in Remake. Resolution is locked at 1080p.

Maybe this fix is the answer here too? Trying it in a moment.

It works!
Doesn't solve the problem but it works a lot, i was getting like 15fps on the menu screen, now i get the 30, because i capped the game at 30.

The dll was made for ReMastered anyway, so it will improve your performance in that game as well. It even comes with screenshots showing such a thing.

You don't have to cap it at 30, it just generally improves performance.

It's funny that the thread in question got no response whatsoever.

Thanks for the info. Should edit the OP to include it. I had no clue about the fixes for RE: HD as I didn't have issues with it.

I'll give it a shot in a couple hours when I get home. The game has been playable but I'd welcome a few less stutters.

Well, for me it didnt work, thats a shame :(, at least in campaign, now i see the stutter like before patch, oh well...

Did you try capping the framerate to 60? That fixes the stuttering for some people. I'm guessing the DLL mainly fixes the framerate drops rather than the stuttering.
Regarding the online-like 'lag' stuttering (not low fps issues) -- it might help, somewhat... but far from "fixes" the bug outright.
