Apparently is from here, its just the d3d9.dll
http://www.dll-files.com/
It works on REV 2 as well.

I have a 720p monitor. Tried downsampling it from 1080p and got the exact same performance and temperatures. This is exactly what happens in Remake. Resolution is locked at 1080p.
Maybe this fix is the answer here too? Trying it in a moment.
Doesn't solve the problem but it works a lot, i was getting like 15fps on the menu screen, now i get the 30, because i capped the game at 30.
The dll was made for ReMastered anyway, so it will improve your performance in that game as well. It even comes with screenshots showing such a thing.

You don't have to cap it at 30, it just generally improves performance.
It's funny that the thread in question got no response whatsoever.
I'll give it a shot in a couple hours when I get home. The game has been playable but I'd welcome a few less stutters.
I know i don't have to cap it at 30, but i do it because if i let it on 60 or 120 my laptop will start to overheat.
Fair point. It's good that you can play it better, so have fun.
