As with all programs nowadays, games have lots of files that are compiled into a single file(s) - i.e. .xml. Even when minor changes are made to these files to fix bugs and whatnot for patches, the entire file often needs to be replaced. That's why patches can be a large % of the original game size. A change in one line of one file might require changing other files as well. Varies from game to game just based on how the developers coded & organized the game.
And yes I believe the Director's Cut has a >1GB patch that's come out since release, I don't think its as big as 7GB - only 1 patch has come out for the DC so far.
