or just d/l the file located @ http://www.gamefront.com/files/23081762 and unpack the zip file
make sure you have exited steam. next, locate your SteamApps folder and open up the common folder then your AOW folder. next find the files you unpacked from the above location and copy the d3d9.dll to your AOW folder. After that, on each exe in AOW folder, right click, left click on properties, left click on compatability, enable the compatability mode and change to "WindowsXP service pack 2" and check the box at the bottom to run program as admin - ( don't forget to click on apply or your changes won't be saved'
After that you should be all set. If after all that you still get an error saying 'program already running', disable real-time protection in your av program and enable game mode (if available) and delete the appcache folder in your steam folder, exit and restart steam.
This is what I just did and it worked wonderfully although the opening video was monochromatic.
