Question
Im new to the game, but I have a question. People walk up the stairs to my rollercoaster, stop about halfway there, then turn around. Its open, price is70 cents, no dead ends, please help!

Does every peep do this? Or just a few? If it's only a few they may be "changing" their minds.

A screenshot of the entrance will help, but my first guess is that there is a path connect break due to terrain. Before building rides, use the terrain tool "flatten terrain in increments for rides and scenery" to even out your station/entrance.
