I believe the review was refering to the fact that there are 30+ dragons and weapons and they are locked until you get them from a random pack or purchase them.
As far as game modes, there are 3: PvP, Co-Op, Singleplayer. In PvP, you are matched with a team of 4 other players to compete in a 5v5 match on a random map (there are 3). In Co-Op, you also team with 4 other players, however, your opposing team is made of 5 AI Bots. In Singleplayer, you can play by yourself with your team/opponents being all AI bots.
I don't quite understand what the review meant by not being able to choose the game mode, but they may have been reffering to not being able to choose a map.
