Loved Tyrian and Raptor back in the day, and so really appreciated this game as a spiritual successor to them. Then I went and made the mistake of buying Ikaruga, thinking it was similar, and was grossly disappointed. Are there any other games on Steam that are more like this?

You could check CounterAttack, Stellar interface, Reign of Bullets, Xenoraid, AquaNimble.

How could have you thought Ikaruga was like jets'n'guns ? Buying blindly ?
jets'n'guns : side scroll, multiple ships and weapons, story mode, upgradable ship and stuff.
ikaruga : vertical scroll, danmaku, single ship, arcade gameplay.

Didn't look as closely as I should have. Saw it was a scrolling shooter, got good user reviews, figured it was a safe bet. At a glance it looks like the same genre, but practical experience taught me otherwise. I didn't expect it to be the 1-shot death, more puzzle than shooter, only 1 weapon crapfest that it was. Won't make that mistake again, which is why I'm asking in the forums now.

Try the goldies. Raptor, Tyrian. Need dosbos though. For new games, Drifting Lands was released just now and it has a Demo. Visuals are r-type-ish but it has a RPG system where you level up your ship and stuff.

If you want a long play semi ""rpg" and strategic one, you can try SPAZ (Space Pirates and Zombies), which is a true indie gem to me. (it's an asteroid-like gameplay, from the top)
I also agree for Drifting Lands, which is a nice modern mix between raptor-tyrian gameplay and a bit rogue-lite rng.
You could also like Steredenn, but it's more a kind of danmaku (manic shooter) rogue-lite where you have to take the better part of each run, without any "rest" between levels. (and it's pretty hard)
Other old games are also pretty close to Jets'n'Guns. I think about Stargunner by example. More modern ones could, for you, be Aquaria or Aqua Kitty.
Closer to SPAZ you also have Starscape, which is still decent today and a really enjoyable asteroidish gameplay (I usually don't like top down like shooters, except a few ones)
A little bit more arcadish, you can try Lover in a dangerous Spacetime, which is a mervellous local coop experience.
More metroid vania, you also have Insanely Twisted Shadow Planet, especially if you are sensible to the art of Michel Gagné.
A little bit more "Mech" you have Droid Assault and Neurovoider, which are rogue-lite with a bit of customization between levels.
If you like disease subject and a kind of "inner space" trip, Transcripted is an interresting experience.
You also have more chilling and zen ones, like GlowFish or Fly'N, where you don't have to kill, but more trying to do optimized runs and skill moves.
Finally, mixed platformer and shooter, as the excellent Abuse back in time, you could like games like Capsized.

And if you are open to runner games, some are obviously inherited from Tempest and Tempest 2000, with, to me, perfect visuals and ambient immersion, I can't recommend enough Thumper. (one would say that's not a shoot'em up at all, and it's right, but the gender is really close and a lot of game mechanics and feeling are obviously parents)

There is nothing like this game anywhere. Its unique.
If you're interested in a shooter with "RPG elements" kind of like this one, a game called "Starscape" by Moonpod might be interesting. It's kind of like Asteroids or Sinistar, but you build and upgrade your own ships by mining crystals and having the crew of your mothership research new tech for you. Then you can craft better gear to install in your ship's weapon/engine slots. You warp between different levels on a star map trying to collect resources from zones before the enemy overruns them, so there's a bit of "4X" element as well.

Nope , none is the most honest anwser however jetsnguns 2 is being made so you have to wait some more .

Revolution Ace is the most faithful successor to Raptor, between pacing, weapons, and mechanics.
Try out Sine Mora - i think it's the most JnG-like game ever made.
I also recommend Really Big Sky - it's really abstract and intense, I really enjoyed it.

If you're more into Rapror experiense, i suggest Jamestown and Sky Force Anniversary. You can also buy updated classic Raptor on steam
Or on GoG... just to spend a bit less money into DRM-game-plateform for a game intended to be DRM free one.

i got that game and 2 others for 3 bucks when it was on sale, what a steal lol

The most complete, profound, huge thing in this genre you can buy with your money is Dariusbirst Chronicle Saviours.
