Window Resolution

I like to be able to chat while I'm gaming on Steam, and unfortunately this game does not support the overlay. Is there any way to change it from fullscreen to windowed and change the resolution? It would make it easier to chat and I'd be able to look up guides if I wanted to.

Win7: %USER%\AppData\Local\inXile entertainment\Wasteland\wl.conf
or
WinXP: \documents and settings\%USER%\Local Settings\Application Data\inXile entertainment\Wasteland\wl.conf

edit the wl.conf file and change full screen to false

Interesting, I changed the video output mode to opengl and I get the overlay when the game's windowed but not when it's in fullscreen. Thanks though :3
