How to claim waters outside of your territory
As Brazil, I have HUGE amounts of oil just outside of my waters, in international waters, yet only 1 oceanic complex. Is there a way to build oceanic complexes/oil derricks outside my waters?

If I remember correctly - no, because it is on UN owned land. Which sucks but you will have to just destory or be nice to the Saudi's instead for oil :D

You can not just its own coastal waters. Unfortunately, this is not a good solution, as the map shows that there is also oil. So why are they there?

I agree, why put oil in the ocean if there is no way of getting to it?

It indicates an underground oil reserve. You ARE actually using the reserve, but you only have one access point to the reserve.

there are many features that are missing from the game for example radiation effects for nuclear weapons. that makes all of the research regarding countermeaseures useless. in this case i think the oil out there would be claimed through some unimplemented feature

I think that if you invade the UN or UN protectorate (whichever owns it) you can take it.

who else would want to invade the UN? I mean, they sure do suck but it still is the UN :P
