Is this a bug?
I'll click on a HQ unit, and their stength is constantly going one below max, then maxing again. I'm at peace, it has a leader, I have enough resources/ unity and all the rest. Just wondering. Thanks.

This isn't a bug no. You will notice this happening to all of your units. During peacetime, there is a modifier called "peactime rotation" I believe. You can see it if you look at the draft policy in the politics tab. Mainly your units lose a very small amount of manpower over time. During wartime (or after war) your units will also suffer daily losses if they're in a province that has attrition (you can see this as a % in the divison window). Just keep a small amount .10 to .50 IC in reinforcement during peacetime and you'll be fine. Does that help?
