HO4 Rts
Im hoping that Hearts of iron 4 Kinda Begins to be a RTS im wondering whenever you enter Battle it becomes a RTS im not saying i want it to be a FPS but im kinda intested in WW2 RTS's that are not the Total war series or Company of heroes

Play Achtung Panzer Operation Star.
I believe it is called Graviteam Tactics on steam, but you move units around on an overhead map and fight in a smaller map.
The overhead map is much smaller than HoI or Total War, but it seems like what you are asking for

Idk what to tell you HOI will never be an RTS
