I have a Radeon HD 5450 and a 2.8 Ghz processor with 6GB ram, this game works great
(shader complexity to medium, everything on,max resolution, no lag at all)
i mean the only issue I see is the integrated graphics card but with a max resoluton of 1366 x 768, performance-wise, it shouldn't be such a big deal.
this is a mobile game pretty much, just with different resolutions/graphics settings (and the settings go REALLY low if needed, i'm talking PS1 gran turismo graphics)
dunno what's up on ereksons new PC, my 5 year old desktop runs this pretty good, although no shadows because medium shader complexity disables them.
also, just some personal advice, netbooks are not good PCs for gaming, if only because the low resolution and integrated card, i'd look into expanding the memory to 8GB
3GB is pretty low for running windows 7 and playing newer recent games(not this game though, it's pretty light on processing), win7 uses half of that just idle... at the very least, avoid integrated cards since they don't have their OWN memory, 1GB video ram is like a minimum standard these days
