I recently wrote a post on the official wiki about boots, their cost, and their value.
I know the wiki is not very popular right now, but I'd really enjoy feedback, so here's a link:

I personally really like certain boots depending on my hero.

It's sort of a mini game deciding which heroes get which boots! :)

Come late game, 2 movespeed items might be more valuable than boots to certain classes. Particularly ADC.
