The Zone DLC scene is supposed

to run in 20 FPS on i7 6700k, R9 380 4GB, 8 GB DDR3?

The scene is meant to be a bit of a stress test. You can speed it up by disabling full water reflections.

In the editor options there is a setting for this. In your game you can adjust the water quality with this command:
