weird internet bar at top of screen

idk how it happened but whenever i go to play wargame red dragon and the game starts, a blue bar appears at the top of the screen, with the maximize, minimize and exitlogos on it just like an internet page but the maximize but doesnt work. this wouldnt be a problem except for when i try play the mouse border scroll wont work at the bottom, as the mouse marker just continues past the bottom. i just need to know how to get this back to a regular screen

If you go into options and select visual and change if from windowed to full screen, that might help

I sometimes happens when you try opening another app at the same time...
