Report a translation problem
If you can share steam system report and log files in C:\Program Files (x86)\Steam\logs , some experts may help you to pinpoint the problem.
Start SteamVR without the link box plugged in (and don't plug it in again), open the settings screen, find the thing that says "uninstall all drivers" (or similar), reboot. Unplug the power, HDMI, and USB from the link box. Then plug them back in. Then plug the link box's USB into your PC again.
(no i have not tried to plug in the 3-in-1 cable directly into my pc, mainly because my original link box only likes usb 2.0 ports. My only usb 2.0 ports are on the front of my pc, everything on the back near my hdmi ports is 3.0)

It is a shame to know that your new Linkbox does not work properly, let's try the following:
Uninstall USB drivers under Settings >Developer in SteamVR, then shut down the computer, plug in ONLY the USB cable from the Linkbox with nothing plugged into it, and let the auto setup run, then plug 3-1 cable into the Linkbox after all the drivers have finished installing and run everything again.
If this does not work I will replace your linkbox, in order to do that I will need the serial number of the new linkbox and your address.

-that bit in there about plugging in ONLY the usb cable (but does that mean the DC power cord too? i was unclear about that so i tried both ways, with and with out the power cord plugged into it) was new info to me, it might be new info to others as well, hopefully it works for you it has not worked for me. This also has me thinking that all the drivers are in the link box and not the headset so plugging in the headset directly into the pc might not work but i will try it anyways
Now i am waiting for a shipping label from htc to send back my "defective" link box. It sounds like they are actually going to try and fix it instead of just replacing it. Which is what I was lead to beleive in later emails but that is fine with me
--My next solution is to use a dremel tool and cut down the sides of the link box and open it like a clam shell, because i cant find any screws to take out, and resolder the DCIN port connecter to the board thats in there because im pretty sure that is all it really needs
