ICPD quest

Hey folks, I have talked to Luben and gotten the info about Duff's gang. However, when I try to approach them there is no dialog option and they get hostile if I try to pass. Any help? Am I skipping a step somewhere?

Unfortunately you can't talk your way out of this one. You need to kill them in order to retrieve the ICPD.

Thanks. I feel like on a previous play thru I was able to buy it off them, but paid thru the nose. If I have to kill them so be it! Long as I can get it. Thanks again.

Uh... what? No, you should definitely be able to talk to them and negotiate a deal, even if you've attacked other Zoner gangs previously.
What version are you playing on, supergreat? This is probably a bug.

Yeah, I thought I had talked to them before. When I approach I get a dialogue option from one of the female characters but the only option I have is "Okay, I'll leave" or something to that effect. If I try to move past them to approach Duff directly then they get hostile. Version is 1.0.1.10. I just bought it over the holiday season sale.

Try going back and talking to the guy who tells you that Duff has the ICPD. Maybe you can go through the dialogue again and that'll check the flag that lets you talk to him.
That or it could be a Persuasion check of some form, but if so it should at least be displayed.
If you can't go back through the dialogue, you could always try going back to a previous save and going through the quest again, in the event that you missed something. If that's not an option, either, well at least you can still complete the quest just by killing them.

I had saved before talking to Lupen and tried different dialog trees with him, no change. My persuasion is 105 so I don't think that's it. I don't feel like going back to even earlier saves to deal with it. No biggie, I just killed them. Would be curious why I wasn't able to talk to them tho.

Yeah, that's weird.
I hope the devs take note of this. If you could move this to the Bug Reports section of the forums here, that might help the devs notice it faster.
