Dude , i playing it with an Xbox 360 Gamepad without any problems , a correct setting is only neded. It's not a simulation that you actually need a steering wheel to full enjoy to race it.
@OP: will share you my settings latter.
I racing with my gamepad like that in NFS Shift.

Here is my setup i using for a long time now.

I dont need your controller setup, i want to see the car tuning and game settings.
Compared to your 2:22 in the F1.
Major settings: ABS + medium traction control + racingline. (no stabilize or assists)
2:32 so far and that is not without some railkissing. That F1, seriously, what a misbehaving car, bad on breaking into corners, horribly worse on accellerating out of them.
To set the level of my driving in other cars:
Clocked 2:14(-8) on first attempt with Zonda R (+123HP, +70kg), even with several mistakes.
About 2:28(+6) in the R8 (-78HP, +264kg).
Bit below 2:14(-8) with the Works Murcielago (+343HP, +345kg). It is a lot heavier without being 1.88t like the Veyron, but still beastly once you begin to tame it.
R8 LMS, 2:28.2.
M3 GT2, 2:28.6
Reventon, 2:31.7 (sloppy run).
'stock' R8, 2:39.3 (good run).
Finally, MC12 GT1, 2:21. I have no excuse for this bad time other than being inexperienced with it, i.e. not knowing how far i can push it and how late to brake. Basically it felt like a weaker Zonda R, which it roughly is, but with racingslicks instead of the 'supercar'/tier4 street tires.
Compared to the F1, it is 20kg lighter and has 20 less HP, so not surprised that the time was close to your nice F1 run at 2:22. But it is worlds apart on handling.
Btw, have almost same issues with the CCX as with the F1. They do not like throttle with any kind of steering.

Never have spent enought time for the CCX , but i have a huge problems to drive him ( only CCX ).
Missing the data for front/rear Fast Rebound. I assume you have soft settings.
Gear ratios, sounds like gearbox for different car:
Missing 'final drive' ratio (left mine at the default of 6,0)
1st Can not get 3,11 : chose between 3,5/3,32/2,95
2nd Can not get 2,13 , highest is 2,05
3rd Can not get 1,45 , lowest is 1,52.
4th Can not get 1,13 , lowest is 1,21.
5th Can not get 0,90 , lowest is 0,96.
6th Closest i can get is 0,76 vs your 0,78.
I had it set up at:
6.0 final and then 2,95 / 2,05 / 1,57 / 1,3 / 1,09 / 0,92
In terms of slidersteps, 1 being full accel, 5 being full speed, it is like this:
3; then 5 / 1 / 3 / 2 / 2 / 2
But temped to go 5 / 1 / 3 / 2 / 1 / 1, there are so few stretches where it can get full speed anyway and it is not like we have to worry about fuel efficiency.
Aerodynamics:
No able to set cooler radiator opening and brakeduct: "locked - requires works car conversion".
