Hostoge Rescue - The Russian and Kenyan way
Perhaps I'm callous, but I feel like the death of single hostage shouldn't end the mission in failure. Maybe a certain percent of the hostages should have to survive instead of all the hostages?

Yes. In Xcom, you only need 4/18 to "win". Beyond that gives you higher ratings.

To be fair to the Russians, they do genuinely try to reduce casualties as much as possible. Their terrorists just happen to be a bit more militarized than the ones you generally see in Europe or the Americas.

Well in CS:GO you only need to rescue one hostage to win the round. Even though there's like 4.

In our design, the single missions are sort of a proving ground, where you try different tactics and try to beat the mission or improve your score / result. There is no penalty for failing the mission, but you don't get the stars, which will become important later.
Now, when the campaign will make it in the game, things will be a little bit different, though I'm not sure how expendable hostages are in a hostage rescue scenario. Now, civilians in an Active Shooter scenario, that's a different discussion altogether!
