I seem to remember that it suddenly worked after haveing tried your suggestion and failed. This game seems to have a mind of its own i also remember that it someday just wouldn't boot up back when i had it on a cd.
All of these things are explained in the proper widescreen fix guide here on steam. The map pausing and the slow motion gameplay are caused by framerates being too high. Force vsync through control panel or limit it to 60 with a different program if you have a higher refresh rate than 60.
