Ok then, specifically, YES. Not only Spore but the STEAM version of Spore just in case you didn't get the specific warning posted above.

An expansion pack (note the word expansion which means to increase the size of) adds more content to a game, so yes you do need the base game.

The big question, for me, is whether having gotten Spore in a bundle with Steam keys would count as having gotten from Steam or from somewhere else... Does "any retailer other than Steam" mean just big-box stores and Amazon downloads, or does it include bundle sites where you get Steam keys and most games treat it as if you bought the game from Steam?

If you have the game on Steam no matter where you bought it then you can buy and use the expansion on Steam.

Tha warning is for those who own the game but not in their Steam accounts.

OP is worried that this might be an "standalone expansion" that doesn't require the main game, like those -> http://store.steampowered.com/tag/en/Standalone%20Expansion/

Can you delete Spore and just launch the game Galactic Adventures and access everything still? I just don't see the point of having both installed if you can select a world with creature stage.

The game can be downloaded without Spore and it will run with no problem. I’m not sure if it contains everything but considering vanilla Spore is 3,4 gb, Creepy and Cute is 3,5gb and Galactic Adventures is over 5 gb I’d say it does, somehow I doubt that EA would make two expansions bigger than the main game.

Mmmmmmm that's not what he means he's just saying you could delete Spore and just have Galatic Adventures installed since it seems to be both games in one but I am unsure how to proceed.
