So Ubisoft actually made the PC version.
As VectorCell's Facebook page says:
(EN) Hi all! Thanks for the feedback and for the support received. If you have technical problems, or wish to report a bug, please do channel them through UBISOFT support desk (https://support.ubi.com/).
UBISOFT is our publisher for FLASHBACK (all platforms) but also they did the porting of the game on PC. All other feedback on the game remain welcome on our Facebook page. Thanks!
I think VectorCell isn't to blame so much there. As I played it on PS3 I didn't have much bugs, on PC it's slightly more buggy, but it was playable for me (and better framerate too).
(And so don't say they don't listen to us. This news is there for us. If you want a better game, blame Ubisoft... and tell them about those bugs as well.)

The problem is, Ubi's support desk is as effective as any other. First you'll get bottom level troubleshooting, telling you to uninstall and reinstall and then email back again. It might even be suggested that you reinstall Windows, or be told that your version of Windows is unsupported (despite people claiming to be playing the game on that version). On your second round, you might get elevated to the next level, at which you might have to do it all again but this time delete registry keys or hidden folders as well. Then you'll email back. In the end, how far can the case really be elevated before its support will have to admit that "it's not you; it's me". Without critical mass behind you, it's doubtful a patch will be made. There might not even be staff capable of doing it. Am I too cynical? Perhaps, but we've all done this goose chase plenty of times.
