Flat tax AND income tax

So I was going through my first serious playthrough and the capitalist terror group started getting ornery so I figured I'd switch my progressive income tax to a flat income tax. Much to my surprise the flat income tax was actually in addition to the standard income tax and I didn't have enough capital to change or cancel the standard income tax.

The next turn I had basically doubled my revenue and no one was freaking out. I quickly eliminated the national debt and started up a bunch of expensive programs without breaking a sweat.

Adding flat tax to your normal income tax is the game on easy mode.

For balance and realism, Income Tax (and Flat Income Tax) should come with penalties.

They should decrease productivity, since people tend to work less. They should also decrease private schools, since they decrease the incentive for education.
