yea npc trade ports and vessels simply going back and forth with perhaps a pool of stock ships drawn at random to keep it a little visualy different. throw some npc pirates in that do the same thing except attack all non pirate ships on site aswell as a few pirate patrols, one to take random patrols in all directions and another that heads to the player in set intervals perhaps increasing in amount or ship size the longer you survive. allow the players to create some kind of costly "sensor dampner" or something that lets you create a bubble that makes you invisible to the pirate patrols that come to the players but not to the ones that take random patrol routes. make that item work like gravity generators but with the largest power drain in game by increasing power requirment for each block in its radius.

this would allow safe harbors tobe built that would allow you tobe somewhat safe but still have to deal with occasional pirates that randomly find you or follow you home. you could have ships with the dampners but pirate bases, trade route mauraders, and patrollers would still attack all player ships within a given range. you could even have the assault wave pirates attack on site if they are in the area of pirates already attacking or 1/3 the normal sensor range.

Having the npc trading ports allow for buying resources or perhaps establish a shipment route for the station to bring constant loads of something to a player station would also be amazing. maybe every once in awhile the npc stations could take a military style stock ship and throw that on the trade route between npc stations for random epic battles between military/pirate npc's you can stumble on..

NPC pirate bases and ship/ fighters will be a thing as there are files I have found eluding to the plan to add them I didn't look much further to see if there were friendly varients as well though
