Keyboard not working?

So I go to controls and change it from controller to keyboard, then upon exiting the help and options menu it resets back to controller settings. How do I get the changes to controls to stick? Whenever I try to play the game, I cannot get past the first button press as no button on the keyboard does anything.

I figured out the problem. The game believed for some reason that I had a controller plugged in even though I didn't so it defaulted to controller for player 1. Player 2 was still using keyboard controls though so I'm playing with that. Please fix this devs!
