can you tweak the game via editing files?
Most games have some kind of ini or cfg file to tweak the games settings below the "low" setting for performance, does this game have such thing?

Nope, if it did the game wouldn’t be as bad as it is now. Also if you try and edit the game at all you get banned by the games anti cheat system

Oh yeah, I forgot that cheating and wanting to play on lower specs was the same thing.
There are players who use a functionality / software so they know just after a match ended which map will be played next. While the scoreboard of the just ended match is still visible. In public matches.

So there are ways to get into the software of the game.

can any of it be used to force a specific resolution on textures or something similar to improve FPS on a lower end pc?

It's called looking in their game log file, I believe. As that'll tell you what's coming up while on the After Action Report.

What about messing with the settings in your graphics control panel? (i.e. Setting the available settings for Performance instead of Balance/Quality/etc.)

Sometimes it is not enough with the min settings, and with my broken old mobile GPU im quite sure it wont be.

I think Ironstorm answered your question.

My post was more about that it is possible to look into the software of the game, in general.
