EDIT: Important note! You may want to back up these folders before trying the fix:
C:\Program Files (x86)\Steam\SteamApps\common
C:\Program Files (x86)\Steam\userdata

Someone informed me that it's possible to wipe out your games and some of your user data when uninstalling Steam, depending on where your game library is located. Backing up those two folders should help with recovering any important save data and of course total game data so that you don't have to redownload your entire game library again.

"Good news it looks like the problem is solved. One of the steam patches could have introduced a bug, anyway for anyone else who experiences the problem this is what I did to solve the problem.
1. Uninstall steam manually from control panel.
2. Reinstall steam fully from the steam site and make sure steam cloud is set by default. Another note the it looked like one of the recent steam patches disabled achievements from working. The reinstall fixes this problem as well, this is an unfortunate way to find the solution, but a necessary one after exhausting other options:).
3. Reinstall cognition, and test the save screen straight away."
