Payday Lag

Yes I have payday 2 and i wanna play payday 1.. but for some reason i get slow framerate/lag I dont have a bad computer, i built it myself. When i first got it i got over 120+ frames but now i only get a constant 16, with no drop or increase. Can someone please help me fix it :/
