DCUO Insane Lag

The lag in DCUO is so bad it's barely playable.

Here's my system:

Intel Core i5 6600k
Hyper EVO 212 Cooler
Nvidia GeForce GTX 1070 gigabyte edition
16gb of DDR4 RAM
1000w EVGA power supply
(Don't recall Mobo off the top of my head but it's new and good)

Hardwired 150mbps internet connection (verified by repeated speed tests)

Here's what I've done:

Virus scans (various)
Installed and utilized Razer Cortex (Saving about 555mb of RAM not that I need it)
Re-installed direct version of game
Installed steam version of game
Re-installed steam version of game

I am also getting an error when I try to mess with config at all with the game. It's the same Framework J.I.T error everyone seems to be having.

I am at a loss. Any suggestions?
