I'VE DONE IT I FIGURED OUT THE SLOW MO FIX!
Ok so if your using Intel Graphic cards UPDATE EM!!! I updated my graphic card and boom no slow mo anymore!
You also have to goto the intel Graphics media settings and goto power and set it to maxuim performance for both Plugged in and On battery. Must be Maxum Proformance does not work without that and updated graphic card.
You will have to look up your laptop/desktop model and download the drivers off the offical website though so keep that in mind.
BTW I'm not sure if the settings are the same for ever PC.
And this doesn't make your speed perfect it just fixes the slow mo witch is freaking amazing!
You can even run it on max resoultion without slow mo.
So if this works and helps you please tell anyone who's having problems about this page and give me rep up and maybe even sticky this! you don't have to but it makes me know my idea is working.

Thanks for sharing! I know they're contemplating putting up a summary of all fixes. If they do, they'll put this in for sure!
What about on AMD IGP's, like the Radeon HD 4200? The Vision Engine settings don't have that overall Performance/Quality slider like the Intel and Nvidia control panels do, only for individual settings like mipmap detail level. And I think my drivers are already up to date.

Might just be the card from what I can tell your suppose to have a Performance/quality slider as well as power settings. Might want to double check that it's up to date.
