why can't i let the community hub in-game out?

The devs perhaps did something to disable it server side so Shift-Tab won't bring up overlay no matter what? I am not sure if that is even an available function of the Steam client. I removed my old posts to be more accurate:

It CAN work. As you can see from this picture, it works perfectly fine if you add Duke as a "non-Steam game" while using Dosbox-daum.

Defeats the whole purpose of the enterprise. Oh well. I've beaten them once and I don't plan on coming back. DN1 doens't have attractive visuals or nice music even by the standards of the time and DN2 fixed that, but broke the gameplay.
