There isn't a config.exe to enable my controller
What can I do about this?

Spelunky requires an Xinput controller. Are you sure your controller is Xinput-compatible?

If it isn't, try x360ce or Joy2Key.

If I use those programs, will Spelunky automaticly recognize the controllers? Because I do not have the config.exe file, I cannot enable a different control scheme other then my keyboard.

What is an Xinput controller? Is that a controller for Xbox?

Personally don't know much about controllers, but when making games they have specific inputs in mind. Xinput is what the Xbox 360 controller uses and this game is Xinput-only. There are of course ways around this as stated.

Xinput is the successor to Directinput, and the 360 controller uses it. Most newer PC controllers are Xinput-compatible; the newer Logitech controllers have a switch on the back for changing from Directinput to Xinput. PS3 controllers can be set to emulate 360 controllers through MotionInJoy, which does the trick for those controllers.

As far as I know, for x360ce, you set up your controller through that program, and it'll make games think you're playing with a 360 controller and they'll automatically detect it.
