Are shopkeeps supposed to be able to escape webs?
I was trying to deal with the black market, when I saw one of the shopkeeps stuck in a web. I went over to shoot him but he suddenly started charging and just ran through the net. Is this supposed to happen? I guess it's not a problem often but it still doesn't seem like they should be able to ignore it.

Thats one thing i haven't quite been able to figure out. Sometimes they get stuck, and other time they free themselves. It might have to do with which part of the web they get stuck in. If there right in the middle they might get stuck. If they just clip it and half of their body is inside of it then they might be able to get free. Not too sure.

I believe they can free themselves if they're shooting their shotgun. So, as long as you don't get near, they're stuck.

Yeah, I think that's what happens. Webs can stop 1 thing in from moving (enemy, rock etc.), if a shopkeeper fires his shotgun, he also gets recoil (although you can't see this) making him move another pixel, counting as a second "thing" to hit the web, breaking it. Although they sometimes seem to escape when offscreen as well.

Well, everytime a shopkeeper got stuck in a web in my games, he would be stuck as long as I don't get near him. If I got near enough, it would make him move again, getting rid of the web in the process.

Basically if you are near them, they will shoot their shotgun, which frees them.
