This considered a roguelike?

Depends on how picky you are about the term.

Spelunky has permadeath, is procedurally generated, difficult, has items to find, and resources to manage. However, it is a real-time sidescrolling platformer instead of a top-down turn-based dungeon crawler.
Maybe a Roguelike like? Don't really knoe how that term is used.
I personally don't consider this game a roguelike. It's not 'like' the game rogue at all. I personally classify this game as an action platformer with some roguelike elements, or a 'roguelike-like/roguelite' as some people call it.
It references nethack if that counts for anything.(expensive camera)
Some people consider Spelunky to be a rogue-like, but it isn't. A rogue-like-like, yes, as it does have some rogue-like elements, but the term 'rogue-like' literally means 'a game like Rogue'.

These terms are too broad and generalized to be useful. (And they're kinda stupid.)

I'm not really here to argue a 'genre', but the reason I don't put it as a roguelike is because it's not similar in the least to the game Rogue. It's not 'like' Rogue. Also, when you're advertising this game to somebody, calling it a roguelike really does not describe it at all, and people who are fans of true roguelikes would think this is something completely different than what it really is.

I don't even like rogue or true roguelikes, so I'm not necessarily part of the 'hardcore roguelike' crowd. It's just a 2D action platformer with roguelike elements in my view.

If you don't like how sensitive they get, stop bogarting their favourite makeup.
It is indeed roguelike. ftl is roguelike, isaac is roguelike, spelunky is roguelike, rogue legacy is roguelike. anything with randomized levels and upgrades is roguelike.
