Is there a Chance of the golden monk to appear ion the city of gold?

Most likely it's the only place he can spawn, but it's still luck dependant if tomb appears there, so... yeah. One time I just got to a City of Gold with intention to get Necronomicon and I had only one bomb left, but then I saw... tomb. Guess what, bomb didn't get wasted for some ugly book.
