Colors look washed out in the game?

I've messed with the gamma settings, but the game always has sort of this washed out, blurry look. Was this intentional? I'm finding it difficult to see objects in the distance.

I have a Windows 8 64 bit processor, 8gbs of memory, a six core AMD computer, and a Radeon R9 270 graphics card, so these visual setbacks in the game seem a little odd, considering I can run GTA 4 at almost max settings with not a whole lot of lag or visual hiccups.
