Perfect Game
I'm at a loss. I'm doing a perfect playthrough, but I remember something...Jorji shows up at day 27, I believe, and he makes you confiscate his passport. Is there a way to avoid this, because I don't want to get the citation for an unauthorized confiscation.

A 1 citation game is a perfect game. I can Photoshop the 1 into a 0 for you, but it will cost you: my niece needs to get into Obristran by tonight.

I finished with only the 1 citation from that...it still doesn't feel right...

You can always end the game with 0 citations by turning yourself in.

I think the idea of getting a 'perfect' playthrough is a bit backwards. If you want to test your skills at not making mistakes, there are other modes for that. The campaign mode is not about not making any mistakes at your job, unless that's how you want to roleplay it. But if you really do your job to the letter I don't think you can actually make it to day 31...

I don't see what you gain by not helping people. But I guess this really shows the power of an arbitrary piece of paper over someone. The fact that it could make someone feel that they must not be compassionate or exercise any judgement of their own is pretty amazing.
