[SPOILERS] Can you complete story mode with NO citations?
I know there isn't technically any reason for it (no achievements or anything) but I've been trying to get no citations on my second playthrough. Obviously I've had to do a lot of restarting of individual days, but I've managed to do it... up until day 29. My problem on this day is Jorji. He wants me to take his passport, and the game automatically puts it in the confiscation drawer... but I'm not authorized to confiscate Obristan passports, so I get a citation after he leaves. Since I'm being the "perfect Arstotzkan" this game, I don't NEED the Obristan passports anyway... so is there any way to get through this day without a citation?

you're forced to get a citation, perhaps to show you how to get an obristanian passport if you were to aim for ending 18

Ugh. I guess that's the punishment I get for going all perfectionist for no real reason (other than to see "0 Citations" in the stats at the end of the game, I guess. Oh well... maybe I can turn my perfectionist streak to endless mode and quickly get proven how very not perfect I am at the game.

You're a perfectionist if you want the lowest amount of citation. You have some OCD if you want the number to be 0. Just arguing the meaning of the words here. Perfectionist is doing the best possible/getting everything the game allows.

But don't think I don't understand the disatisfaction of not being able to have a beautiful 0 citation. :P

Eh. Kind of? I mean, being a "perfect border inspector" in the context of the game world means not getting any citations. It just annoys me that you're FORCED to take Jorji's passport. I understand iodbc's point about the game wanting to show you how you can get it, but it could have either A) had him say "Why don't you take my passport?" and then just put the passport on the desk, allowing you to either put it in the drawer (which you already know how to use from being required to confiscate passports from Arstotzkans already) or give it back, or B) work as it currently does, but allow you to give the passport back to him out of the drawer if you don't want it.

Maybe on Day 29, you could just stall and run out the clock on the first applicant. That way, Jorji never makes it to your gate. You'd take a financial hit, but you should be able to avoid the citation. Just guessing, though, I have no idea what happens if you spend an entire day with just the first applicant.

I actually tried that. It doesn't work. After 6 o'clock, more people keep coming until the required scripted people (including Jorji) have all come.

After that was when I said "screw it, being 'perfect' doesn't get me anything anyway" and I just finished the game. :)

Yeah, the game requires that the player see all scripted immigrants each day.

Well, I have great skill with Photoshop. I can easily turn that pesky 1 into a 0 for you on the end screen. Jorji would want you to do that. It will cost, though. Apparently, I have a niece I've never met before who needs to get into Obristan...

If you really want a 0 on the last day the save files are not complicated. Otherwise a perfect run is 1 citation.

In the end, I really don't care THAT much... but I do wish that you weren't FORCED to take Jorji's passport. Forcing that upon the player really isn't necessary.

It's not possible, I'm afraid. As many others have said, Jorji forces you to confiscate his passport (good guy Jorji), then the rest isn't forced.

You can get 0 citations in the end. Just turn yourself in. :P
