Just had this come through and was considered a discrepency due to the physical description. Found it by sheer luck but thought I'd pass it on, in case people see the same guy or something similar and then miss it

I've seen him a few times before, and you're right that those rings around his eyes appear to be glasses on a quick glance. I kind of wish you had his passport photo in frame so we could see how much it looks like he's sporting wire-frames.

My favorite non-discrepancy was a couple people whose passport photo didn't match their face, but DID match a wanted fugitive to a tee. I checked their prints and the fingerprints matched with the name of the passport on file, but the analysis mode didn't find a discrepancy between the wanted photo and passport photo for some wierd reason. I wanted to detain them SO much!

These type of confusions happens all the time in the game because of the low level of pixel detail the game was made of. Im pretty sure it was made this way on purpose to make you have these situations every once in a while.
The devil is on the details ........
