First attempt of doing this is that I carried on swiftly; the problem, a CITATION.
Next try. I had no idea how to give the passport to him. plz help.

Yep, no matter what you do on Day 29, you will always finish the day with at least one citation; if you don't incorrectly confiscate Jorji's passport, he gives it to you anyway. This is intentional, mainly because the dev didn't want players to feel that they *have* to complete the game without making a single mistake, which isn't fun to do.
