I think the game is neat because it really gives you the perspective of really bad choices some people (have been and still are) forced to make. Do you help another human, or do you do your job corectly to protect yourself and family?
So far I like the story that is unfolding... even if it is a little like work :)
2. To make sure you don't get the invalid city citation, you have to make sure the city the passport was issued from matches the country the passport is from. You can check that in the rule book, all the different countries are listed with their corresponding issuing cities.
3. The conflict between your family's condition and the plight of the people you process is also another thing that makes the game special as it adds a lot of moral ambiguity to your choices. If you want to make sure your family does better, try to be a little more corrupt. Accept bribes whenever possible, detain people as much as possible, etc.
I feel you're definitely justified in not liking this game as a lot of the mechanics that make it special aren't necessarily about having fun, but instead are more about building a world and telling a story where you have to make all the difficult decisions.

I originally that's cheating... then realised real cusom officers proly have their own similar aids. cheers :)
As for complaining about the game itself. if it were easy, this game would have lost the point of what its' trying to do. I like it becaues finding the 'mistakes' or errors is a fun challenge for me :)
I was stuck here in my first playthrough too.
Once you know the basics, it's entertaining.
