Papers, Please
this game kinda sucks..
So im suppose to go through papers, why would i want to work more when i have already arrived home FROM work?

I dont understand some of the rules, sometimes it says invalid city, i dont know how i can decide if the city is valid

My family is starving sick and cold and every time someone comes and ask me if they can get through because of something i just have to deny it and not even now can i get enough money, this one woman said she was going to die if i sent her back, so i sent her back and my familie's condition is still getting worse

Cities are listed in the rulebook. It is kind of annoying having to either check or memorize like 20 cities though.
Invalid Issuing City means that the issuing city on their passport does not match one of the valid issuing cities for that country in your Rule Book. Sometimes it is a typo, sometimes it is a valid city name but from a different country (for example, East Grestin on an Impor passport)
For the first day, you are ONLY supposed to allow those from Artotzka in. So anyone else from another country, you should reject. Some will tell you sad stories (about getting killed if they go back, or what not) and you have to make the decision of what to do. You are allowed to make 2 mistakes without being penalized (you just get a warning). The rules change slightly every day.

I think the game is neat because it really gives you the perspective of really bad choices some people (have been and still are) forced to make. Do you help another human, or do you do your job corectly to protect yourself and family?

So far I like the story that is unfolding... even if it is a little like work :)
1. The realization that playing Papers, Please is basically just taking on a crappy full-time job is sort of what makes the game special, in the sense that it can be very immersive, hence you being frustrated with it.
2. To make sure you don't get the invalid city citation, you have to make sure the city the passport was issued from matches the country the passport is from. You can check that in the rule book, all the different countries are listed with their corresponding issuing cities.
3. The conflict between your family's condition and the plight of the people you process is also another thing that makes the game special as it adds a lot of moral ambiguity to your choices. If you want to make sure your family does better, try to be a little more corrupt. Accept bribes whenever possible, detain people as much as possible, etc.

I feel you're definitely justified in not liking this game as a lot of the mechanics that make it special aren't necessarily about having fun, but instead are more about building a world and telling a story where you have to make all the difficult decisions.
OH! And to save time, you can just print a 1 page rule book of all the cities, symbols, and such (which you will need as the story unfolds) and it makes it easier than flipping pages on the PC.

I originally that's cheating... then realised real cusom officers proly have their own similar aids. cheers :)

As for complaining about the game itself. if it were easy, this game would have lost the point of what its' trying to do. I like it becaues finding the 'mistakes' or errors is a fun challenge for me :)

I'm sure if you took the time to properly comprehend the rules, you may find it more enjoyable.
there is a good underlay image for playing in windowed mode that has most if not all the handbook info printed around your play area, if your having a lot of trouble with the game, I would give that a shot.
The game was a bit slow at first, but once you play for longer you will get used to the game mechanics, and the game actually gets pretty interesting and fun to play.
Learn to play the game sir.
After you get use to it everything will get easier, but the moral choices will also get more interesting
Women did not have a passport and I got stuck. Controls are not exactly intuitive. Not for me.
If she doesn't own a passport you have to open the Rules & Regulations book and then highlight Entrant must have a passport and highlight the empty desk.
I was stuck here in my first playthrough too.
Once you know the basics, it's entertaining.
There's also a wiki which gives much of the info you need. My main problem with the game is the actual bit of the screen with my desk, the rule book etc is tiny, only about a quarter of my already fairly small monitor, so it's pretty hard to see everything without sitting a few inches from the screen. (Possibly I am missing something...)
