This guy came in and all he gave me was a passport. Not sure what to do.
When I ask where his other papers are all he says is "I'm CIA.", "You're a big guy." and "Was arresting me part of your plan?" I'm not sure if I should arrest him. I'm scared to crash this game, with no survivors. This is him [imgur.com]

The rule book clearly states required documents for entry. A Passport is only one. However, from the pic, this looks more an ID badge. Unless anythin else as been added in the rule book, I would most probably deny but not detain him.

It's clearly a modified papers please game, or your playing on mobile, cuz i've never seen that interface on PC.

it may have something to do with you having illegaly downloaded it, GL beating an game if the equivilent of an invincible wall is your customer
