Bug? Criminal, but not really?

So I've had this guy who didn't look like the foto in his passport, so I had him give me his fingerprints. They checked out, it was him. However the foto from his passport was the same as a wanted criminal (seems flipped vertically). To me this is clear: this guy had facial reconstruction, he's evil! Or something like that. However I could get no discrepancies between the criminal foto and his passport foto. I think I should have arrested him, he's a danger to my glorious Arstotzka. What do you guys think?

To my experience if you do so and it says there's no discrepancy with the wanted poster then he isn't a wanted criminal. It's odd sometimes.
