Everything that doesn't counter-indicates* is to be considered working for all types of applicable skills. So as long as a modifier on the skill tree is "generic" enough that it by logic could apply will apply.
For gear:
Gear has local and global mods. Local mods only work on that weapon, and therefore only for attacks that originate from that weapon. Mods that can be local are local unless otherwise specified. So the simple "increased crit chance" on weapons is local and hence will NOT apply to spells, even though it doesn't have a clear-worded counter-indication. There are however crit-with-spells-mods as well as global crit modifiers for certain types of weapons that will apply to spells as well as attacks.
* e.g. stating "Melee" and you're considering spells
